An extra-long fishing-rod toy is what we'd look for when a cat plays rough: the longer the rod, the further the action is from your hands, which also teaches a kitten that fingers aren't toys.
The fish on the line carries catnip, so it's interesting even before it moves. Trixie is a well-known German pet brand with sensible, sturdy kit. Like every string toy, it goes back on a high shelf when play is over.
